Proposals for reprovisioning and release of Lyemun,Shamshuipo and Bowring Camps and MSQs in Kowloon and some additional works have been approved. A detailed programme of works is being prepared by PWD.
Present an agreed programme of works to the Joint Steering Group and agree its phasing.

To respond to proposed changes in the UK Nationality Law.
To monitor legal immigra- tion from China and limit the number to an acceptable level.
To accommodate temporarily refugees from Vietnam arriving Hong Kong by small boats or rescued at sea and to secure their early resettlement else- where.
Representations to HMG despatched to FCO on 7th July, 1978
Concern about the continuing large number of legal immigrants entering Hong Kong has been expressed to NCNA
(a) As at 31.7.1978 a total of 1,902 refugees remained in Hong Kong awaiting resettlement elsewhere (2,146 at 14.8.78)
(b) HMG has agreed to accept 61 VN refugees from Hong Kong.
(c) Standing Group formed to monitor developments.
Await reply from FCO.
(a) To assess result of approach to NCNA.
(b) To consider possible measures to strengthen immigration control at Lo Wu. (c) Continue to monitor legal immigration from China which was at the rate of 184 per day in July.
At 31.7.78 29,083 legals had crossed into Hong Kong in 1978.
(a) To maintain present arrangements with UNHCR/ICEM USCG and shipping agents and to ensure early resettlement elsewhere of refugees landed in Hong Kong
(b) Standing Group to monitor developments.
(c) Stimulate rate of resettlement
overseas.
