A first draft of the Bill for the main corpus of legislation has been circulated.

Proposals are under consideration for the establishment of a Motor Insurers' Bureau.

To produce an agreed version of the Bill and to continue work on the subsidiary legislation.

Canton ferry services

To coordinate pre- parations which the Government should make to enable this service to be introduced in October 1978.

The General Manager of the Hong Kong Yaumati Ferry Company (HYF) has discussed with the Chinese authorities the possibility of running a ferry service between Hong Kong and Canton. A demonstration run was conducted in June with a hovercraft, and the Chinese authorities indicated that they were interested. HYF have yet to work out operational details with the Chinese authorities, and the earliest possible time for the service to start would be October/ November 1978. The Economic Services Branch is coordinating action on the provision of pier, immigration, customs and other necessary facilities in Hong Kong.

The necessary facilities in Hong Kong ready to enable the ferry service to start.
