With the advice of the Public Services Commission,
appointment will be offered to 8 candidates.
14.
Discipline
Section 7 of the Pensions Ordinance (Cap.89)
is being amended to clarify the position with regard
to the payment of pension to officers who are compulsorily
retired under various Colonial Regulations.

The infrequently used Colonial Regulation 55
was invoked on 7th April 1978 against 118 Police officers
and one Customs & Excise officer in order to dispose
of the majority of cases outstanding from before the
partial amnesty announced on 5th November last year.

The Commissioner Against Corruption is
considering Civil Service Branch's proposals for the
implementation of his suggestion that some of the
Governor's powers be delegated to the Commissioner under
Colonial Regulations, the Disciplinary Proceedings (Colonial
Regulations) Regulations and the Civil Service (Disciplinary)
Regulations, to enable him to control disciplinary
proceedings against Commission staff.
17.
It has been decided not to establish a specialist
investigation unit in the Civil Service Branch but to
appoint a full-time Assisting Officer to help Heads
of Departments to process disciplinary cases and to reduce
delays. The post is being created.
