I am returning file HKk016/2 containing quarterly reports from the Civil Service Branch. Paragraphs 29 and 30 of the most recent report deal with the efforts of the Hong Kong Civil Servants General Union to obtain representation on the Senior Civil Service Council and reference is made to a report by the Hong Kong Chinese Civil Servants' Association sent to the TUC. I am attaching a copy of that report which the TUC have sent to us.
2. I understand that the TUC have not reached any hard and fast view of the HKCS General Union. They do not know whether to welcome the emergence of the new organisation as a step towards trade union unity in the Civil Service or to regard it creating yet another division. The TUC hope that Professor Turner will throw light on trade union organisation in the Civil Service in his report.- They hope too that some members of a TUC delegation to Japan next March might be able to look at the position at first hand.
