Development of Rehabilitation Services
Implement the ten-year programme contained in
the 1977 White Paper. This will include: -
(i)
Establishment of a Central Registry for
the Disabled.
(ii) Expanding pre-school care: the less
severely disabled to be integrated in
ordinary child care centres; special
centres for the severely disabled.
(iii) Establishing residential care in the
community for the mentally-ill and
retarded (see appendix E (1) ).
(iv) Expanding sheltered work (see appendix E (1) ).
(v) Better physical access and transport
facilities for the disabled.
(The medical and educational aspects of
rehabilitation are dealt with in sections 2
and 3 and their appendices.)
Social Security and Public Assistance
(i) Maintain and keep under review existing
means-tested and non-means-tested non-
contributory schemes for poor, disabled
and elderly
(appendix E (2)).
(ii) Introduce a contributory scheme of insurance
against sickness, death and retirement on
either a compulsory or voluntary basis
