These three measures should between them have a considerable

and early impact throughout the service.

Finally, Sir, I should like to refer to Mr Hilton Cheong-Leen's remark that the Hong Kong Civil Service is one of the best, if not the best in Asia. I have no doubt that he is right. It is a good service, doing a fine job, and I know that all the Official Members of this Council are proud to be members of it.
