(i) Up to 1980: nine years free, compulsory

education for all from September 1978

(see appendix C (1) for growth of places);

perfect new system of allocation of junior

secondary school places to primary school

leavers; ensure places of adequate standard

for all; improve enforcement of attendance

through expansion of number of school social

workers, and enforce prohibition of employment

of those of school age.

(ii) After 1980: review teacher/pupil ratios

and standards and methods generally in both

primary and junior secondary schools and

introduce improvements where necessary.

(b) Senior Secondary and Tertiary Education

Up to and after 1980: as in White Paper,

to make heavily subsidised or free education

available in: -

(i) senior secondary forms 4 and 5, and

(ii)

post form 3 courses in technical

institutes for about 83.1% of age

group in 1986, in comparison with

25.7% in 1978.
