The standards laid down in 1973 are:-

(i) 1 community hall for 20,000 to 50,000 population in public housing, estates;

1 estate community centre (formerly called estate welfare building) for over 50,000 population in public housing estates; and 1 community centre for 100,000 population not covered by a community hall or an estate community centre;

(ii) one children's service unit and one youth service unit for every 20,000

population;

(iii) in rural areas which have a population of less then 20,000 community centre

facilities should be provided on an appropriate scale.
