Complete the circular motorway linking

Shatin with Taipo, Yuen Long, Tuen Mun,

Tsuen Wan and back to Shatin.

In the urban area build or complete

urban motorways, ie Kwun Tong Road, the

East Island Corridor, the East and West

Kowloon Corridors, together with the

Aberdeen, Kai Tak and Lion Rock road

tunnels. Introduce traffic management

measures, including computerised area

traffic control schemes.

Investigate the possibility of an additional

fixed harbour road crossing.

Modified Initial System of the Mass

Transit Railway in two stages in late 1979 and April

1980 and the Tsuen Wan Extension towards the end

of 1982.

Complete double-tracking and electrification of

the Kowloon Canton Railway by the end of 1981.

Link KCR to the MTR at a new Kowloon Tong interchange

station by 1982.

Possibly replace the trams along the North Shore

of Hong Kong island by 1981 with a mass transit

light rail system which by 1983 would run underground

through the Central District and interchange with

two MTR stations.
