I have gone through the speech you made to the Legislative Council on October 11, a copy of which you sent with your letter of 9 October to Donald Murray.

I am impressed by the way you presented your forward look, ie the Government plans for expansion up to the mid-1980's; and I am sure it was a good thing to include in your speech an indic- ation of the cost of the various proposals, both as an indication of size and to establish a clear link with the annual budget speech. I now look forward to your analysis of the problems which you have met in working out the social insurance proposals, and your suggestions for a way forward.
