3.2 The Government have taken steps to reduce the money supply, and the increase in interest rates should reduce the demand for loans. The Economists should perhaps be invited to comment on the Governor's analysis of the problems, and on his approach to dealing

with them.

4. EDUCATION, INCLUDING THE WHITE PAPER ON SECONDARY AND TERTIARY EDUCATION (Submission circulated)

4.1 The new White Paper on Senior Secondary and Tertiary education proposes substantial improvements in the education of the post-15 age group and greatly increases the numbers of subsidised senior secondary and 6th form places available. Expansion in all forms of tertiary education is also significant. Universal free education beyond 15 is not planned, but there is a system for the partial or complete remission of fees for children of low income families which, the Government claim, will ensure that no student with the approriate ability will be prevented from continuing his education by financial hardship.

4.2 The Hong Kong Government's proposals make impressive reading, and we should give the programme our blessing, and offer to give it any support that might be appropriate for example by helping to recruit suitable people to carry out the overall review of the education system that the Governor announced in his Legco speech.
