No. Transfer of powers in 1973 was made to improve

standards in these areas by centralising control. I am

satisfied that this has been achieved and that the organisation

should remain as it is.

IS THE RESPONSE QUOTED THAT GIVEN BY THE FOREIGN AND

COMMONWEALTH SECRETARY TO THE HONG KONG URBAN COUNCILLORS'

LETTER OF 16 OCTOBER?

I am referring to the reply that I sent to the Councillors'

letter of 24 June. A copy of the letter of 16 October has only

just been received. An answer will be sent as soon as possible.

IS IT LIKELY THAT THE FOREIGN AND COMMONWEALTH SECRETARY,

IN VIEW OF THE FURTHER ARGUMENTS PUT FORWARD BY THE COUNCILLORS.

WILL NOW AGREE TO ACCEPT THEIR PROPOSALS?

No: my Right Honourable Friend has studied the arguments

very carefully.

But it remains our view that the time is not

yet appropriate to consider such constitutional changes.

WHEN WILL THE TIME BE APPROPRIATE TO CONSIDER SUCH

CONSTITUTIONAL CHANGES?

I cannot say at present. There are many factors which must

be taken into account, including especially the need to

maintain confidence in Hong Kong.

HAVE ANY REPRESENTATIONS BEEN MADE TO THE CHINESE ABOUT

CONSTITUTIONAL CHANGES IN HONG KONG?

No.
