CORRESPONDENCE WITH URBAN COUNCILLORS
1.
I enclose copies of a letter went to the Secretary of State on 16 October by Mrs Mliott and two other urban coun. iors and of Dr Owen's reply of 7 December. I had intended that this reply should be sent to you for onward / transmission and I am sorry that this did not happen.
2. As you will see, the urban councillors'letter was a response to Lord Goronwy-Roberts' letter of 1 August whic was itself a reply to the letter which rs lliott and her olleagues had sent to him on 24 June. I must apologise again for the department's failure to copy the earlier correspondence to you at the time.
3. You may also like to see the enclosed copy of the covering submission in which I set out the background for the benefit of the Secretary of State. I hope you will not disagree with too much of it.
