HONG KONG: APPOINTMENTS TO EXCO AND LEGCO

1. We had a word about Hong Kong telegram no. 785 in which the Governor outlines certain proposed appointments to ExCo and LegCo and asks for confirmation that these are "broadly acceptable"

before the weekend.

2. Lord Goronwy-Roberts will wish to be consulted about these appointments and may wish to discuss them: the proposed appoint- ments to LegCo seem generally acceptable on the basis of replacing like with like, but those to ExCo are rather unimaginative. In view of this I see little chance of getting broad approval for the appointments as quickly as Sir M MacLehose would like.

3. I submit an interim reply to the Governor's telegram accord- ingly. More detailed comments on the proposed appointments will

be submitted separately.
