Thank you for your letter of 21 June enclosing

a letter from Mr Luard to Mr Chan Kiong about Legco.

You will already have received a letter from Denys Roberts saying that he has passed on Mr Luard's letter. I can of course always feed letters to the right bit of the Hong Kong Government if you do not know where they should go but, in most cases, it is probably

easier to send letters on this sort of subject either direct to the Chief Secretary or to the Clerk of Councils (at present Peter Johnson).
