Chan to which he replied on 19 June.

As Mr McLaren argued when submitting his draft reply

from Mr Luard to Mr Chan

we are strongly in favour of broadening the social base of the Legislative

Council.

4. I therefore recommend that Lord Goronwy-Roberts should

reply to Mr Johnson on the lines of the attached draft.
