Thank you for your letter of 24 July enclosing Mr Chan Kiong's letter
Appointments to the Hong Kong Executive and Legislative Councils are made by the Foreign and Commonwealth Secretary on the recommendation of the Governor of Hong Kong. In recent years the Governor has been trying to make the Councils more representative of the people of Hong Kong, by recommending as Unofficial Members people from as wide a variety of social background as possible. This policy has our fullest support. Recent appointments have included a trade unionist; though Mr Chan is mistaken in implying that there is a specific place reserved for a workers' represent- ative or that a vacancy for such a person will necessarily occur this year.
Since appointments are made on the recommendation of the Governor,
A copy of his letter has however been passed to the Governor for information.
