1. The Governor has asked for approval of the appointment of Mr J M Rowlands to LegCo to replace Mr R G B Bridge with effect from 20 March 1978. This is a direct result of Mr Rowlands taking over Mr Bridge's present position as Secretary for the

Civil Service.

2.

Appointments to LegCo are made by, or on the instruction of, the Secretary of State, and the Governor's proposal therefore requires ministerial approval. The appointment now proposed is routine and well precedented: the most recent exact precedent

occurred in March 1977.

3.

It has been normal to agree the Governor's Official appointments to LegCo and I see no reason to depart from this practice.

4.

I recommend that the Governor's proposal should be approved

and I submit a draft telegram.
