1. The Governor has asked for approval of the appointment of Mr J N Henderson as an Official Member of LegCo to replace

Mr P B Williams with effect from 31 March. The proposed appoint- ment is a direct result of Mr Henderson's appointment as Commissioner for Labour and Commissioner for Mines.

2.

Appointments to LegCo are made by, or on the instructions of, the Secretary of State, and the Governor's proposal therefore requires Ministerial approval. The appointment now proposed is routine and well precedented. It has been normal to agree to the Governor's Official appointments to LegCo and I see no reason to differ from this practice.

3. I recommend that the Governor's proposal should be approved

and I submit a draft telegram.
