I have the honour to inform you that I have appointed Mr. C. H. Haye, JP, provisionally and subject to Her Majesty's pleasure, to be an Official Member of the Legislative Council with effect from 2nd May 1978 during the absence of Mr. K. W. J. Topley, CMG, JP.

Mr. Haye's previous appointment to the Legislative Council referred to in your despatch HKK 011/1 dated 21st July 1977 expired on 9th September 1977 following the return to the Colony of Mr. K. W. J. Topley, CMG, JP.
