An evaluation by the Home Affairs Department and the Census and Statistica Department of the Reform Club of Hong Kong Report entitled "A survey on the public's attitude towards elected representation in Legislative Coracil"
The objects of the survey, conducted by the Survey
Research Hongkong Ltd. (SRE) which was commissioned by the
Reform Club of Hong Kong, are to ascertain the attitudes of the
public towards elected representation on the Legislative Council.
and their views on the voting system. Fieldwork was carried out
from 29th September to 24th October 1977 and the report completed
on 15th November 1977.

The findings of the survey are based on the opinions.
of 1920 housholda selected by using a probability sampling
technique. The report claims that the findings can be projected to cover the 2.7 million adults aged 18 years and over in the land areas of Hong Kong (excluding outlying islands and the marine
population) at the time of the survey. However, there were only 1,316 successful household visits resulting in 990 successful
interviews. Since 4 questionnaires were rejected, the total
number of questionnaires accepted for processing was, therefore,
986.

In order to judge the degree of reliability of the
findings, it is essential to know:-
(a) why the 604 household visits (2,920 less
1,316) were unsuccessful; and
(b) why the 326 interviews (1,316 less 990)
were unsuccessful.
