I enclose herewith the result of survey done by independent body of repute which shows 50% of the adult population positively want a measure of elected representa- tion to the Legislative Council, 62% if confined to the ages of 18 to 34, only 2% are against. I also enclose the
recommendation of the Executive Committee of the Reform Club on elected representation on the Legislative Council. Would you, Sir, bring this matter to the notice of Her Majesty's Government for appropriate action. In the Reform Club's view, if the voice of people of Hong Kong is not taken heed of now, the United Kingdom Government must bear responsibility if in the future there are disturbances.
