I have the honour to inform you that I have appointed Dr. Harry FANG Sin-yang, OBE, JP, provisionally and subject to Her Majesty's pleasure, with effect from 9th June 1978 to be temporarily an Unofficial Member of the Executive Council during the absence from the Colony of the Honourable LEE Quo-wei, CBE, JP.

Dr. Fang's previous appointment referred to in your despatch HKK 011/1 dated 9th September 1977 expired on 15th September 1977 following the return of the Honourable LEE Quo-wei, CBE, JP.
