iii) Labour Legislation
New measures introduced in the past 7 years have included compulsory paid holidays, restrictions on the employment of women and children, home safety legislation and a level of application of ILO Conventions that compares very favourably with other Asian
countries.
iv) Social Welfare
A Public Assistance Scheme has been introduced; there have been improvements in provisions for the elderly; last year
the Government introduced a Green Paper setting out proposals for a new Social Security Scheme.

Quality of Life
Despite the rapid expansion that has been going on on all sides, the need to provide a more fulfilling life has not been overlooked; all new Government housing estates have recreational facilities (including 6-pool swimming complexes); a new arts centre has been opened; and under the Government's Country Parks Scheme it is intended to designate nearly 50% of the territory's total area for recreational use.
