DORMANT COMMISSIONS" (Letters appointing successors

to Governors in event of emergency)

The letters of 10 January 1974 were sent to those dependencies which had no provision in their constitutions for succession to governorship. The need for these letters arose because the sudden tragic death of the Governor of Bermuda revealed that the Constitutional machiney there did not provide for the automatic appointment of an acting Governor in such circumstances.

We have been unable to discover why such a high security grading was given to the letters in question and wish to recommend de-classification. We should, however, consult the OAG's concerned first since there may well be good local reasons why they could not accent de-classification.

We should be grateful if you would be good enough either to approve or amend the attached draft circular letter to the OAG's in question. (For ease of reference I attabh copy of the 1974 letter/s).
