Thank you for your letter (400/1) of 5 May 1978 addressed to John tewart. is provision now exists in the virgin Islands Constitution for designating the successor to the Governor in the event of need, the existing dormant commission is, as you say, no longer in force or necessary. The purpose of the 1974 exercise was to enable designations to be made in those territories where such provision aid not already exist in the territory's constitution.
