DORMANT COMISSIONS

Thank you for your letter of 1 August about the dormant commission for the succession to the office of Governor.

I have discussed with the Attorney General the question you raised in paragraph 2 of your letter. We agree that it would be prudent to replace the 1974 despatch by a new one which covers also the succession if necessary of an acting Deputy Governor. The suitability of a person to act, should it be necessary, on behalf of the Governor will always be one of the factors which are considered in deciding on the appoint- ment of an acting Deputy Governor. The best solution is therefore undoubtedly to designate the Deputy Governor or, in his absence, the officer appointed to act as Deputy Governor.
