This Section became involved in the need for such Commissions following the tragic events in Bermuda in 1974. In the case of Bermuda if we accept Mr Lloyd's recommendation then a new despatch is required to replace that of 26 February 1976 naming Mr James Astwood instead of Sir John Summerfield.

If you agree perhaps we should first of all seek confirmation that Mr Astwood sees no objection to the proposal
on receipt of which we may then go ahead and prepare a fresh despatch. I alloch
a short draft to Mr. Floyd.
