When the Governor had to return to London unexpectedly yesterday morning we were obliged to make use of the dormant Commission to make me cting Governor. That Commission has therefore proved its value.

I see from my predecessor's file, however, that there was a despatch dated 19 January 1972 (of which I enclose a copy) designating him generally to assume the functions of the office of Governor for the purposes of Section 22 (1) of the Constitution. That despatch is more broadly worded than your despatch (HKA 431/479/1) of 30 March about me, which can be read as design: ting me as Acting Governor simply for the period after Sir John Grundy's departure. I should be grateful to know whether you think that there ought in my case to be a despatch similar to that or 19 January 1972; and if so, if you would prepare one. You may like also to have a copy for your records of the instrument by Sir John Grandy appointing me to be Deputy Governor.
