1. Thank you for your letter HKG 400/1 of 1 August.

2. I suggest that the designation of the Attorney- General should be limited to the substantive holder of the post. The main reason for suggesting this is that, normally, the Legal Assistant in the Attorney-General's Chambers would act as Attorney-General as and when required. The post of Legal Assistant is not only way down the hierarchy but could well be filled by a very young officer. It would therefore be inappropriate

for him to act as Governor.

3. There is also the point that it is difficult to imagine a set of circumstances in which all three persons, Governor, Deputy Governor and Attorney-General, were unavailable. But in the unlikely event of this happening, then the next in line of succession would be the Financial Secretary and a separate designation would be required.
