Thank you for your letter HKG 400/1 of 1 August. I note that the "Dormant Commissions" correspondence is now down- graded to Restricted.

2. As regards your para 2, I would not recommend here that the Commission should include the Acting Financial Secretary. If the Financial Secretary himself was unable to perform the office, then I think the alternative should be as already proposed, the Speaker of the House of Representatives. If, in view of this advice, a new Commission is necessary should be grateful if you would let me have one as soon as possible.
