PETITIONS TO HM THE QUEEN

1. Greatly regret delay in dealing with four petitions

originally forwarded under cover your letter C43/24 of

4 October 1977. Your letter 4 May and FCO tel 42 of

18 May refer.

2. You should reply to each petitioner that you

forwarded his petition but that HM Queen does not feel

able to intervene. You should also tell him that he

should address himself to the Governor to whom The Queen

has delegated her prerogative.
