CAPITAL PUNISHMENT IN DEPENDENT OVERSEAS TERRITORIES

You wrote to John Stewart on 25 May about the "Memorandum on the Prerogative of Mercy in Capital Cases in Dependent Territories" mentioned in the PUS's circular letter of 4 April. I enclose a copy of this Memorandum; as you will see it was issued in 1969 and, as you suspect, would have gone to Nassau but not to Grand Turk at that time.

2. I had in any case intended to write to let you know that I had taken over from John Stewart. As you will be leaving shortly it seems unlikely that we will have many dealings with each other, but I should like to take this opportunity to send you my best wishes for your next post. It should be very interesting.
