1. In his minute of 15 June to Mr Duff (copy attached) Mr Stephen tells of a discussion he had with

Mr Barbor-Might of Amnesty International about the Gaston case in particular and the Creech Jones doctrine in general.

2. It seems to me that the conclusions of the Stockwell group of Amnesty, as described in the last paragraph of Mr Stephen's minute, are based on a misconception of the nature of the Governor's powers of pardon under the delegated Royal Prerogative. However, I would be grateful for your views.
