Mr Peter Fowler of the Cabinet Office telephoned yesterday to enquire about the paper setting out the present legal position over capital punishment in dependent territories. He indicated that Sir Clive Rose was becoming a little impatient.

2. I said that I had not so far been concerned with this paper but I knew that you and Mr Rushford had been engaged in redrafting it just before your departure on leave. I thought that a final version would shortly be available.

Would you please give Mr Fowler a ring and let him know how matters stand? We ought to get a move on.

I spoke to Mr Rushford, who told me that he had passed the paper to Sir Ian Sinclair some weeks ago and did not know what had happened to it since, though he did know that his lan Sinclair was not vez happy about the changes that had been made. I therefore spoke to Sis lan Sinclairs P.A., who explainal that Sirian had been away in Copenhagen and that or paper was only one of many awaiting his attention. She later sang back to say that that Sir Ian had promised to look at our paper soon and hoped to give us his views within the next few days. I have informed for Fowler accordingly.
