The only developments since the September review have been in the Earl Young case in Belize.

of the three members of the Governor's Advisory Committee on the Prerogative of Mercy, has already told the Governor that he believes the exercise of the prerogative would be appropriate in this case. This view is shared by a group of 188 Belize citizens, who have sent a petition to the Committee asking them to recommend mercy (but not by the father of Young's victim, who has written to the Governor. asking him to ignore pleas♦ for mercy). In the meantime, the Governor has written to the Chief Justice to ask him to clarify his views on whether the provocation in this case would have been sufficient to justify reducing the offence to manslaughter if the law of Belize accepted that words alone could constitute provocation.
