I attach a draft reply and background note to the question put down by Mr John Lee (Labour Birmingham, Handsworth) for written reply on 10 July. Mr Lee has not shown any previous interest in the subject of capital punishment in the Dependent Territories (he was not, for example among the 134 co-sponsors of r Stanley Newens early-day motion last December asking for the abrogation of the Creech Jones doctrine).
