8. It may be worth noting in passing that, contrary to the impression conveyed in Mr Stewart's minute to Mr Cortazzi of 16 May, Mr Stewart was in fact consulted throughout the course of the preparation of the note. In particular, I refer to Mr Rushford's letters to Mr de Winton of 10 March and 20 March covering the first revised drafts of the paper, both of which were copied to Mr Stewart at the time.
