CAPITAL PUNISHMENT IN THE DEPENDENT TERRITORIES

1. In her letter of 26 July Ms Jenny Little, International Secretary of the Labour Party, asks the Secretary of State when would be an appropriate time for a change in our policy on capital punishment in the Dependent Territories.

2. Ms Little's letter arises from the International Committee's

FLAG B26 consideration of the Secretary of State's reply of 27 April to

FLAGS Ms Little earlier letters about a resolution considered by the C-E 199 (159) (134) Committee deploring the continued use of the death penalty in

British Dependent Territories. In her minute of 31 July, Miss Turner records the Secretary of State's comment that Ms

Little should be told that the appropriate moment to introduce a change of policy would be when the Government have a clear majority in Parliament. I submit a draft reply accordingly.
