CAPITAL PUNISHMENT IN DEPENDENT OVERSEAS TERRITORIES

187)

1. You and Mr Stewart have had copies of my correspondence, namely my letter of 10 March, de Winton's letter of 15 March, Huebner's letter of 17 March, mine of 20 March, Miss Clayton's_195 of 6 April and de Winton's of 11 April.

2. If the revised draft paper is OK by HKGD perhaps they would let me know. I have telephoned Mr Huebner, who is content.

3. Then perhaps you would care to send the paper to Sir Clive Rose, with reference to his letter of 3 March, as a "Note by the Legal Adviser to the Foreign and Commonwealth Office, written in consultation with officials of the Lord Chancellor's Office, the Home Office and the Law Officers' Department" and copy your letter to Mr de Winton, Miss Clayton and Mr Huebner. Sir Clive would welcome this way of proceeding.
