With reference to the attached minute you will wish to know that I have discussed with Sir Clive Rose the implications of the decision taken by Ministers. Sir Clive has spoken to the Attorney-General and believes that the best next step would be a meeting between yourself, the Law Officers and members of the Lord Chancellor's Department to set out, in isolation from any political considerations, the legal position vis-à-vis capital punishment in the DOTS and what possible developments could be encouraged by use of the law.
2.
Sir Clive will be ringing you in the next few days to discuss this and in the meantime I shall prepare for you a dossier containing all the significant legal advice which this affair has attracted during the past year.
