CAPITAL PUNISHMENT IN THE DEPENDENT OVERSEAS TERRITORIES
1. Further to Ian Sinclair's letter to Clive Rose of 3 March (copied to you), I now enclose the draft of a paper prepared by me and cleared with Sinclair. It takes account of the Attorney's views as recorded in your letter ref 400/77/180 of 22 July 1977 to Cartledge, copied to Ian Maxwell, Stephen Wall, to the Private Secretaries of the other members of DOP and to Martin Vile.
2. Rose and Sinclair would be grateful if the enclosed draft could now be cleared with your Department, the Lord Chancellor's Department and the Home Office, so copies go to A M F Webb and Miss M A Clayton, who were concerned with the matter in GEN 99.
3. A copy also goes for information to Rose, whose reference is B05272.
