The Secretary of State has seen your submission of 3 March. The Secretary of State has amended the draft letter and the draft telegram and I attach them in amended form.

The Secretary of State would be grateful for your comments (submitted quickly through Sir A Duff). The Secretary of State's amendments reflect the fact that, while it is right to let Governors know the climate of Parliamentary and Ministerial opinion in the United Kingdom, the Secretary of State doubts whether it is right to go any further.

The Secretary of State is not convinced that anything need be sent to the Governors but he will decide that in the light of your comments.
