Thank you for your letter of 25 Janary with which you
enclosed a letter from Mr J W Sutton in Bermuda.
replying in David Owen's absence.

I am
You will recall that following his statement in
the House on 5 December last David Owen said that the
Government are prepared to review the present policy of
capital punishment in all those Depenent Territories
which continue to retain it if that is Parliament's wish.
In refering to his statement, when I was answering
questions in the House of Lords on 19 January, I explained
that the Government would wish to consult Parliament
fully before formulating their policy on this matter.
