David Owen has asked me to thank you for your letter of 25 January with which you enclosed a letter from Mr J W Sutton in Bermuda.

You will recall that following his statement

in the House on 5 December last, David Owen

said that the Government are prepared to review the present policy towards capital punishment in the Dependent Overseas Territories if that is Parliament's wish. In referring to his statement, when I was answering questions in the House of Lords on 19 January, explained that the Government would wish to consult Parliament fully

before formulating their policy on this matter:

the Foreign and Commonwealth Secretary expects to bring the subject before the House in the

near future.

I am returning Mr Sutton's letter.
