1. At a meeting held on 6 February to discuss Mr Murray's submission of 20 January, the Secretary of State decided that certain changes should be made to the draft
GEN 103 (78) Memorandum and that it should then issue.
2. A redrafted Memorandum for GEN 103 is attached, together with a resolution for a Motion in the House of Commons. [Sir I Sinclair concurs.]
