Brian Money has referred to me your letter JD/67 of

13 January regarding capital punishment.

2. You will by now have received a copy of my letter dated 27 January to Walter Wallace in Tortola which contained the most recent information on this subject. I hope this contains all the information you need but if there is anything else you need to know please do not hesitate to write. You will see that we are not, at this stage, specifically asking Dependent Territory Governments to review their policy on capital punishment. Strictly for your own information, you should know that we did consider doing so, but decided against it since it could be that much more difficult to impose a change from London on territories which had just refused to make a change of their own volition and almost certainly some territories would refuse to change.
