Thank you for your letter of 25 January with which you

enclosed a letter from Mr J.W. Sutton in Bermmada. I am

replying in David Owen's absence.

We have not of course seen the correspondence of

December last between yourself and Mr Sutton but as we all

Yare aware the administration of justice in Bermuda is an

internal matter under the control of the Bermuda Government.

of David Owen's statement in the House on 5 December 1977

which David Owen said that the Government are prepared

to review the present policy of capital punishment in all

those dependent territories which continue to retain it

despite the requests made in 1965 and
