The Governor's firm opinion is that any attempt to legislate locally to abolish capital punishment would be over- whelmingly rejected in the Legislative Assembly.

Overwhelming opinion in favour of retention. The unofficial majority in the Legislative Council would almost certainly vote 19:3 in favour of retention and it is probable that a large number of the official minority would either vote for retention or would, if instructed by the Governor not so to vote, abstain from voting.

No recent information on local opinion.

The Governor informs us that an attempt to abolish locally would be rejected by the legislature.
