Thank you for your letter of 12 January in which you enquired about the Sylvester Gaston case in the British Virgin Islands.

2. Sylvester Gaston's appeal to the British Virgin Islands Court of Appeal was rejected, but an application has now been lodged on his behalf for special leave to appeal to the Judicial Committee of the Privy Council.

3. You also asked about the changes which are necessary to avoid further hangings in the Colonies. As David Owen

said following his statement to the House on 5 December, the Government are prepared to review the present policy if that is Parliament's wish We are at present considering ways in which the policy could be changed the
